To make sure it worked I rotated the artboard and then set it back to zero degrees. I've then selected the selection tool and tried to drag the rulers to a new zero position, noting moves, the rulers remain greyed out. I hope somebody can help becasue I can't get anything done with the file until it's resolved. I've attached the file here.
